Land-Based Gambling

Casinos owned and operated by Native American tribes are legal, while any commercial, for-profit casinos are prohibited.

Horse Racing/Off-Track Betting

Pari-mutuel betting on horse and dog races is permitted, but dog races can’t occur on the same day as daytime horse races.

Charitable Gaming

Casino night fundraisers are permitted by Arizona law for charitable organizations.

State-Run Lottery

The Arizona Lottery is a part of the Multi-State Lottery Association, offering many draw and scratch games.

Other Gambling

Raffles and social gambling are permitted in Arizona.

Amended Tribal-State Gaming Compacts (2021)

In 2021, Arizona Governor Doug Ducey signed this legislation, amending the former tribal gaming compacts from the 1990s. This allowed for tribal casinos to include Class III casino games. Still, it also allowed a provision for the introduction of retail and online sports betting and DFS apps in Arizona.

Looking at the current state of Arizona’s gambling culture, it could be hard to imagine that, at one point, gambling of any sort was outlawed in the state. When it became a state in 1912, Arizona banned all forms of gambling, and it would be more than 45 years before the first laws were passed, allowing Arizonans to gamble in any capacity.

The National Indian Gaming Commission states tribal gaming establishments must have a gaming Compact before operating slot machines.

1994

Arizona issues Compacts to sixteen tribal casinos, and these become the first land casinos to operate slot machines legally in the state.

2021

Arizona Governor Doug Ducey signs the Amended Tribal State Gaming Compacts into state law. It clears land casinos to operate Class III casino games and introduces retail betting centers, online DFS, and sportsbook apps into Arizona.
